Biocidal Registration in Spain
Biocidal registration in Spain refers to the mandatory administrative and technical authorization process required for all biocidal products intended to be placed on the Spanish market. This registration is governed by European Regulation (EU) No. 528/2012 on the making available on the market and use of biocidal products, which is directly applicable in Spain and is complemented by national legislation such as the Real Decreto 3349/1983 and subsequent amendments. Biocidal products are chemical substances or preparations designed to kill, repel, render harmless, prevent the action of, or otherwise exert a controlling effect on any harmful organism through chemical or biological action. In Spain, the competent authority responsible for granting these registrations is the Dirección General de Salud Pública (DGSP), which evaluates both the efficacy and safety of products before market approval.
The registration process requires manufacturers and distributors to submit comprehensive technical dossiers containing physicochemical data, toxicological studies, ecotoxicological assessments, and environmental fate information. For industrial cleaning companies, this is particularly critical when developing disinfectants, preservatives, and pest control agents. In the food processing sector, biocidal registrations ensure compliance when using sanitizers in production facilities. For example, surface disinfectants used in hospital environments must demonstrate proven antimicrobial efficacy against specific pathogens while meeting strict safety thresholds for human health and aquatic ecosystems. Similarly, in the textile industry, biocidal products used for mold prevention during storage must hold valid Spanish registrations and comply with REACH (Registration, Evaluation, Authorization and Restriction of Chemicals) requirements for chemical substances.
Products authorised under the BPR can be extended to other Member States through mutual recognition (Articles 32–40 of Regulation 528/2012); national registrations granted under transitional measures are valid only in Spain.
